Lecture from Professor Hong Liu on Project Evaluation

News from Chen PengyuProfessor Hong Liu, a doctor in social welfare, came to the School of Sociology of CCNU and delivered a lecture at 2p.m. of April 14, 2016, at No. 8 building in CCNU. The topic of his lecture was “Does Social Work need itwhich talked about the history of project evaluation and its practical development.


The host was Prof. Zheng Guanghuai and the audiences were the postgraduates from the School of Sociology and some professional social workers.

Prof. Hong Liu initially made the audiences think “what is the project?” using a set of pictures and pointed that project was a well-organized activity aiming to trigger the change for the people in needs. The accurate evaluation can be made as long as understanding the conception of the project itself. After that, Prof. Hong Liu emphasized several points during the process of project evaluation including conducting the project itself and evaluation simultaneously and supporting the project with necessary data. Most importantly, it was notable that the evaluation is supposed to contain a series of research activities.

 

In the development of western society, a variety of historical events improve the project evaluation. From the social settlement movement & neighborhood centers, Great Depression, PPBS in 1960s to the organization of project evaluation with government support, the evaluation culture was eventually established among the public. The project evaluation is distinguished by its distinctive historical traits as it develops. Prof. Hong Liu played a clip “At Home Project” to illustrate the evaluation and it historical traits. Besides, it is important to carry out demand evaluation hierarchically to see if the goal is reached when evaluating the outcome of a project.

 

The lecture given by Prof. Hong Liu inspired the audiences in an astonishing way. Prof. Hong Liu studied social work in Fudan University and The Chinese University of Hong Kong and obtained doctor’s degree of social welfare in      Wilfrid Laurier University in Canada. He spent years on teaching and practical work in Canada. He taught project evaluation as a lecturer in University of Waterloo while worked in Social service institutions qualification assessment center in Toronto.
