Prof.Shen Jie of the department of Social Welfare of Japan Women’s University delivered a academic forum named”The failure and success of Japan’s long-term care policy ”. Vice Dean Jiang Lihua  presided and Vice Dean Wan Rende of the sociology department and some graduate students attended the lecture.

As a schoolfellow of CCNU,Prof.Shen began with her gratitude for CCNU,followed by the introduction of social welfare and her academic achievements.Based on the researches of China,Japan,North Europe,she thought that unique social welfare culture and policy is ripe in China and its policy presents rich cultural deposits,compared with the history of China and Japan.Also,China’s reformation has greatly influenced the development of social welfare,which enables the social welfare of China to follow the fixed path.Prof.Shen assessed that the social insurance of China has entered the post-reforming era on the basis of three theoretical standard of inclusion,systematization and subsistence right insurance.She also predicted that mixed welfare system will occur in China and daily life theory will gain more attention in the last decade.

Prof.Shen has elaborated four aspects around Japan’s care policy.The first aspect is the structure and feature of long-term care system,the socialization of care expenses and quasi-market of service supply.The second is the service supply program,evaluation system and feature,as well as the fundamental service for underlying population.The third is the performance evaluation of the service supply.The last is the adjustment of policy and the experience learned from China.

In the interactive section,the students raised their questions of interest and confusion,such as the industrialization of the industry of agedness and the widespread use of robots in care service.By then,the forum ended in a satisfactory way.

   Shen Jie is at present hold the position of professor of the department of social welfare of Japan Women’s University,and used to be the managing director of Japan Social Policy Society and vice president of Japan Welfare Culture Society.She specializes in the comparison of social welfare systems of various countries,elderly welfare,women welfare.She writes Japanese book<the History of “Manchukuo” ’s Social Cause’>.She also writes such books in Chinese as<the Elderly Welfare System of Japan>,<the Society and People of Japan>.
